Is that full strength 31.45% MA? If so, that's good pricing.

Cheapest widely available LC is Pool Essentials from Walmart. Your signature shows a SWCG though.

31.45% MA and 12.5% Sodium Hypochlorite. This pool supply brings it in in bulk and has it in storage silos/bins. They fill the jugs on site. I believe it to be the freshest around for me. We used them for bulk Sodium Hypochlorite deliveries when I worked at the nearby water district on a regular basis. We had a process that needed only 10% Sodium Hypochlorite and they'd deliver it diluted to the site in tanker trucks.
 
California is just plain goofy with all of its nonsense.

If a Mill is one-tenth of a cent and the mill assessment is 2.45 mills, then it should be 2.45 cents per dollar?

Are you using your SWCG to generate chlorine?
I always keep liquid chlorine on hand in a cool place in the garage. It might weaken over time but when or if you need it, it's nice to have it at the ready. It has a half life of 48 to 180 days depending on temperature but even at somewhere between full strength and half strength its better than nothing. Over the winter the SWCG will not produce but the water is still able to support algae life even if the pool isn't green. I add liquid chlorine occasionally all winter long and sometimes put it in after a swim party on a hot day. It's cheap insurance.

Walmart Supercenter nearby on Van Buren, Riverside, CA is only $5.67 a gallon. Although I went to public school, 4 x $5.67 is less expensive the $32.

These guys move a lot of product so it's fresh.

There are date codes on Walmart’s Pool Essentials liquid chlorine.

Date codes are 5 digits, first 2 are the year, next 3 for the day in the year. Example 25032, would be February 1st it was bottled and stamped.
 
I too pay a little extra for the full strength HASA 31.45% liquid chlorine at my local pool store. It comes in refillable jugs and is the freshest you can find. I don't think the price difference is that significant when you factor in the difference in concentration. In our area, big box stores don't sell full strength muriatic acid. A two pack of 14.5% MA costs around $16 at HD and Lowes. That's about the same price we can pick up the full-strength HASA MA at local pool stores. Plus, not having to run around town in and out of big box stores is priceless. We also support our local mom & pop pool stores.
