White ring at water line.

Thia white looking ring is actually 4 in below normal water level. I tried my fingernail to scratch on it. No change. Its as smooth as fiberglass. The whit progresses up on the fiberglass. I contacted my viking dealer and he is submitting a repair order
I never could get a reply from viking

Finished the discoloration test for Latham/viking pools. Entire surface below water line is white. Drained pool to exspose 1st step, did MA test w no reaction, performed 220grit sandpaper test under water....3mins, exsposed original color.
Now waiting to see what mfg says.
My PH very raely got to 8 or above in 4 years. I have a 4 yr spreadsheet to prove it
 
A little late on update. I got a very longexplanation from viking latham pools. As expected they arent going to do anything, said water chemistry to blame.
However my chemistry has been pretty good since installed 4 yrs ago. They will fixed it of course for $8000 to sand surface and put on a product called aquabrite

That is about the exact same response I and others received. Standard template I'm assuming. Quite disappointing to say the least. You might want to review my experience if you haven't see it already:
