Do I test the water in the pool first, or do I clean the pool then test it? I use strips!

Clean the pool first, throw the strips in the garbage second, buy a real test kit third.

You need a proper test kit. I suggest the TF-100/Pro or Taylor K2006C. A proper test kit is needed to get the accurate water chemistry results needed to follow the TFP protocols.
Once you get the test kit, do as Griswald said, clean the pool, test, and post the results in a new thread in Just Getting Started.
