I need to clean the big retaining on the side of the pool. At most 4oz in a 20,000 gallon pool. No big deal, correct?

The main ingredients are a surfactant (2-butoxyethanol) and sodium hydroxide. Whatever gets into your pool will breakdown over time from chlorine oxidation but I would just try to minimize as much as possible. The caustic soda will raise pH but probably not by a much.

Muriatic acid will do the same thing. Dilute it if you use it.

I have a janitorial spray bottle with a 50/50 water/muriatic acid mixture that I use to keep my tiles looking clear and clean and breaks down any calcium build up on the grout as well. Watch the wind direction and wear glasses, you don't want any of that near your eyes.
