    Don’t know what I’m doing!

You need a proper test kit. I suggest the TF-100/Pro or Taylor K2006C. A proper test kit is needed to get the accurate water chemistry results needed to follow the TFP protocols. Once you get your kit run a full set of pool water chemistry tests and post up the results.

Review of my plan? New to maintaining my own pool...black algae and CYA way off

You want to limit disturbance when adding water to the pool. The bucket trick keeps that water from mixing too much.

    Low CYA and pH

CSI does not matter to your pool surface. Turn off tracking CSI. Add some CYA. As you will using liquid chlorine just raise it to 40 ppm for now. I would not add any baking soda, but if you like, 10 ppm TA worth will likely not hurt.

Review of my plan? New to maintaining my own pool...black algae and CYA way off

Drain from the deep end. Add water in the shallow end as described in the Draining wiki. The very close water temperature will lend to some mixing. Over exchange by at least 10%.

    SWG Inaccurate Results

Your T3 is a bit undersized for your pool volume and the location you live in. So the life of the cell is based on that. Get a T9 next time. EDIT -- you can take the cell to many pool stores that will test the cell. I would call ahead to be sure they have the equipment to test it.
