A friend recently bought a home with an existing pool and spa. I'm not sure it matters but the spa is essentially separate from the pool. It shares a pump/filter/heater but the water doesn't mix (the spa does not spill into the pool). When in spa mode the water coming from the jets is plenty strong but does not have any air/bubbles. Nearby next to the block wall is a vertical PVC pipe with a tee on top (open ends of tee to left and right). We assume this is for allowing air to be drawn in. I've attached an image of the removable portion of the jets in case it is of any help.
