Sta-Rite Max-E-Therm 400 R13 board - No Voltage to Ignitor

I have a Sta-Rite 400 with a R13 control board that I can't get voltage to the ignitor. When I select pool or spa heat I read 1.37V with probes inserted to the connector the ignitor plugs into. The Fenwal light is off entirely. I had a pool heater guy come out, he swapped out the Fenwal with one he had on his truck, same results. I am not a professional but I am able to follow troubleshooting instructions and have a true RMS DMM. I have a new ignitor (the old one was burned off - not just a cracked element). I have held off installing the new ignitor until I can see that I have voltage going to the ignitor. This is a 240V system. When the technician was here we attempted to run it and could smell gas as it attempted to light (he had put in a used ignitor off his truck) but we did not get ignition. There are no lights on the back of the board that would indicate sensor failures. I do observe one curious thing - I see two lines (Red & Black) coming into the control box from the plastic junction box that have spade connectors wire nutted onto them but these are not connected to anything (see pictures). I would appreciate some expertise. I'm attaching pictures of the Fenwal & the two wires I mentioned.

I do observe one curious thing - I see two lines (Red & Black) coming into the control box from the plastic junction box that have spade connectors wire nutted onto them but these are not connected to anything (see pictures).

The red and black wires look like firemans switch wiring to connect the heater to a pool automation system.

Do you have an automation panel?

Yes there is an automation panel (AquaLink RS). It's also connected to an AquaLink 3.0 WIFI system to control everything from an app, That answers that question. Now if I can get the heater operational. I'm just operating it from the controls atop the heater.

Does the blower run?

Was the Fenwal the guy took from his truck the identical catalog number?

When the blower is powered the igniter should get voltage. They both are powered from the Fenwal. The Igniter is powered from the grey S2 wire.
 
The blower does operate. I doubt the Fenwal he took off his truck was the same catalogue number - it was a used part that he had robbed off another unit. He swapped wires one for one from mine to his but I did not check model numbers. There was no change in performance when he did that.

I still suspect the Fenwal is bad.

How old is your heater?

Any history to it?
 
Manufactured in 2016. Installed Summer of 2018. Has been operational up through last year and possibly earlier this year. My installation was 2018. I bought from a pool builder who said he had it installed on a customer's pool for less than a year. I purchased it used and hired an installer to put it in.
 
Check that the old igniter and new igniter you have are 50 ohms resistance.
 
Thanks for the help. I will get purchase one and report results back here. I see it listed for $98 and $248 on Amazon. Both refer to this catalogue number. Think I'm ok getting the $98 one or likely $98 for a reason?
There are lots of knock off parts being sold that are not genuine Pentair or Fenwal.

Depends how much of a gambler you are. You can win or lose.
 
The new igniter has 140 ohms resistance. I have not yet installed it. Was waiting until I fixed the voltage problem first. The old igniter is shot - melted off at the nubs.
A new igniter should be 50 ohms.

Is that a genuine Pentair part?

You should return that igniter and get a new one that tests at around 50 ohms.
