Soil Injections Needed?

First time on this site. The company we hired just excavated our pool and we are waiting for rebar. We have two feet of groundwater that seeps in from the bottom and sits. Long story short, we were told an engineer would come out and test the clay soil to see if it needs injections. When I asked the PB what the engineer's report stated he replied the engineer said, "Your ground is so wet, you don't need soil injections." Does this make sense? Thanks for any help.
 
We have clay soil as well and got soil injections prior to rebar. From what I understand, it is to stabilize the clay soil from swelling and shrinking.
So what does PB say he is going to do about the groundwater?

I think the solution to that is gravel in the base to let the ground continue its movement and not stop at your pool. I believe you would need a sump pump as well to pump out any excess water. Get a game plane from the PB before gunite goes in. Are you close to water or near sea level?
 
Lets give this a bump and see if anybody has more info on ground water.
I talked to the PB a little about ground water because we close to a lake and my lot holds water in the backyard. But that is a drainage issue. I would do some research also and not rely completely on PB. My PB said it would be another $2000 or so if they hit rainwater. Additional digging to put a bed of gravel and possiblly a sump if it go too high.
 
We are building a new pool in pretty bad expansive clay soils. We will be doing soil injections and then adding two loads of gravel to the bottom. From the sounds of it though you possible have a high water table (which we are not dealing with). So what is the engineer recommending?

We are thinking of building in Wylie TX area as well. One pool builder we spoke with included soil injections and gravel base to their bid. Another PB said it is not needed. Even without engineer report I would feel more comfortable just doing it.

For our new pool it was not a huge cost. I want to say $3k for the soil injection and gravel. Another PB wanted to do piers and that was like $8k but the engineer did not recommend piers as they only prevent sinking and the major concern with our soil was potential rise.
