Usually an air blower turning off is due to the motor getting overloaded and hot and the thermal protection in the motor shutting it down. The blower gets overloaded when the air pipe is restricted or the blower is too large for the system.
Does the air blow out of the spa jets normally while the blower is running? Yes
Tripping the breaker when turned off or changing modes is a strange one.
Have you opened up the top of the blower and examined the air intake area and motor areas? Often there is foam insulation that has broken down. Or maybe a critter built a nest in it.
If you can pull the blower off the pipe see if it runs when unrestricted from the pipe.
