Pressure relief valve on filter

I'm reading conflicting answers, should this always be closed as I have it, or open? If closed, when should I ever open to bleed air? Pic of filter below Thanks
It should always be closed or the system will just spray water when the pump runs. You want to open the air-relief valve before you open that tank. Air is always purged from the tank by the internal air-relief screen, but it is best to not take the chance there is air under pressure when working on a filter, even tanks that open as slowly as a System 3. Other than that, it is good to check that the relief isn't clogged by opening it and letting water through it once-in-a-while.

Open it when the pump is running so that any accumulated air is forced out. If you open it with the pump off, it will suck air into the system.

Should it be open when the pump is running, or when it's off?
Closed. Air will purge through the internal air relief if a.) your system drains down a bit, or a lot, with the system off as many pools do, or b.) if you have a minor suction leak that allows the pump to move water but pulls in a little air. Probably 50% or more of pools have that minor situation and operate with no issues.
It is there to open for servicing the filter without the danger of any compressed air being in the tank if for some reason the internal screen is completely clogged. Trying to get all the air out of a system everyday will no longer classify your pool as "troublefree." Likely, if you were to check every hour or so you would be able to release some air.
