Pool liner installation issue ; liner not touching cove around pool

Hey everyone! New to the forum and seeking help. Just got a local pool company to install a new U-Bead liner on my 48" 15' above ground pool.I wasn't home when he installed it but i know he had a vacuum shop vac to install it. When I got home he had filled the water to 1foot above cove. I noticed a lot of tension as non of the walls were touching (which I guess is normal until water is pushing it against wall). but the problem is that the liner isn't touching the entire surround of the pool cove. I called him up immediately and he told me that it will stretch. He suggested I wait until a very hot day to keep filling it up and that he would come after that to cut out the return jet and skimmer.I got in the pool yesterday and there's seems to be a good 2-3" of distance between the liner and the floor/wall cove. Is this normal?? Can the liner really stretch 3" all around at the cove while there is already above 1 foot of water?? Should he or myself empty below the cove and re-fill water with shop vac on backside? Is there not enuf sand at the cove? Am I paranoid or is this pool company incompetent?any help would be greatly appreciated!
 
It will stretch some but it sounds like you've got a lot of stretching to get it into its final resting spot. 3" is a lot for the vinyl to have to stretch and considering there's already a foot of water in there I believe it should be pretty close to being in place.

Is it not touching all the way around equally or is it in just some spots. If just in some spots then it sounds like the liner wasn't properly centered in the pool. If it's all around than he may be right in that it needs a hot day to stretch. It just sounds like a lot to me.
 
There is a gap between liner and edge all around. Some places slightly more than others. Liner looks fairly well centered, however the seam of the liner isn't exactly at the edge of the wall/floor. At some places it is a few inches from the wall and others closer to the edge.
 
If any one else could chime in it would be really appreciated. I will give the installer a call back and want to have some more feedback. Im afraid he will just tell me that it will stretch. I just cant imagine the liner stretching at the bottom edge if there is already 1 foot of water in the pool. At this point there must also be air trapped in this gap, so im unsure if this can be resolved without emptying water below walls.
