New Polaris 3900 stuck in corner, reversing valve working OK

I have a brand new Polaris 3900 which gets stuck in one corner of the pool, at the stairs, and just churns. The reversing valve will kick in and pull the unit back about 3 to 5 feet but after that it heads right back to the same spot and repeats.

Otherwise the power looks good, and the unit moves around the pool swiftly when we manually drag the unit to the other end of the pool.

It is an inground pool with a kind of pebbly surface, don't know the technical name.

The tail isn't sweeping, however.

Any suggestions on the "getting stuck" issue? Could the non-sweeping tail be part of the problem?

My Polaris has an inline filter. check to make sure there isn't crud in it. Also, I once found junk behind reducer disk. I think it was old PVC shards left over from years ago that finally worked its way into the return line. And even with its own booster pump I find mine bogs down when the main filter is getting clogged, my tees off the return line.
 
RPM is 29. The tail sweeps if I hold the wheels above the pool floor. When I drop the unit back to the floor, it stops. I checked for an obstruction at the end of the tail and didn't find one.

Spec says RPM should be 30-36. Try and adjust things to raise the RPMs toward the high end.
