New install of jandy TCX won't turn on out the box

So I'll plug it back in when I get a new one and test the windings on it to get the answer if possible

Test the resistance with the board not connected.

Maybe someone else bought it, damaged it and then returned it without telling SCP that it was damaged?

Having had that happen to me, I won't accept a box that even looks like it has been opened.
