Minimum distance from ground to pool panel

That will depend on your local building codes.
Call the local zoning and planning or building department and they should be able to direct you.
 
Horizontally the panel must be 5 feet away from the inner pool wall.

I have never seen any specification for a vertical distance from the ground.

You want the panel to be at a normal height to work on while standing. I would place the bottom of the panel at least 4 feet off the ground.

Why do you ask?

My current panel is 2’ above ground. I am replacing it with a Pentair Intellicenter. My options are: (a) install Intellicenter also 2’ above ground (but not sure if it agrees with the current codes); (b) install higher - but I would need to fish new longer wires through the conduit, which is pain in the butt.

The NEC does not mandate a minimum mounting height for panelboards, disconnects, or meter enclosures. But switches, and circuit breakers used as switches, shall be installed so the center of the grip of the operating handle of the switch or circuit breaker, when in its highest position, is not more than 6 ft 7 in. above the floor or working platform.
