Mesh fence requirements

My town follows the ISPSC and I was told today by the permit reviewer that the mesh wire placed across a 4 board (horse) fence must have no greater than 1.75" openings. However, when I read the code (section 305.2.2 and 305.2.4) it seems to allow for 4" or smaller openings. Appreciate any input from anyone who has come across this issue. Thank you.
 
IIRC it came down to climbability. 4 inches was wide enough for pickets that nobody could squeeze through, but 4 inches for horizontal planks was large enough to get a foot in there to climb so then horizontal had the 1.75 requirements.

Chain link had its own requirements somewhere between the 2.
