Low Volt light placement in baja deck

New build, currently about to get shotcrete today (10/17), ran into an issue possibly with the position of my baja deck light. Current position set by the electrician is right near tile line, should be submerged entirely, but the tile will be notched or a piece of tile omitted due to the position of the plumbing and depth of the baja deck. The alternative is to route under plumbing, which would put it at about 2-3" above the floor, fairly close to the bottom. Which do you think would be best given the restrictions? Will the light be more effective at the top of the line or bottom near the floor?

Closer to the floor. I absolutely would not want tile to be notched. It will look like a hack job to my eye. The tile line is exactly that, a line of tile to help transition the look of the pool.

That’s just my opinion.
 
Agree that lower would be better -- you typically don't want a light on the tile line. Would be above water when pool is low, or at least give off a strobe effect from splashing. But I'm not sure if there's enough room to move it down in your application -- you typically have at least 3" of gunite on top of the rebar, plus 1/2" of plaster -- looks pretty close to me.
