Leak in hot tub

I chased down the leak in my hot tub. There is a crack at the bottom. I found it when I drained it and water started coming back in through the crack. See pic. My plan is to use hydraulic cement to seal it, but I'm not sure if I should chip out the pebble first to expose the shell or just put the cement as is. Any insight appreciated.1000006875.jpg
 
Is your water table that high in Phoenix that you would have water right under the hot tub coming up from a crack?

That crack does not look to be deep enough to be through the plaster and gunite.

There is a drain next to the crack. Are you sure there is not a cracked pipe fromt he drain causing the leak?

After keeping the hot tub empty for a few days I filled it and isolated it from the pool and it was half empty after 8 hours or so. All the water coming back in was clear, but I'm assuming it's filling up under the hot tub and then pushed back out when I emptied it again. A lot of water came back in out of the crack. We don't have a high water table but the ground is hard so a sustained leak might have caused the water to pool up. It usually only lost an inch or two in a day which I assume is because it was already fully saturated so more water was t able to exit into the ground. That drain is the inlet for the jets, I will break out my snake camera when I get home and see if I can see anything there. I assume if there was a crack in the pipe it would also be coming back in through the crack but maybe the crack is up higher. Any idea the best way to pressure test the pipe?
 
If that pipes leads to the jets it is difficult pressure testing it since all the jets are tied together to water and air lines.

I took a screwdriver to the crack and it crumbled pretty easy. It made widened the crack a bit and went about an inch and quarter deep. I cleaned out all the loose stuff and put hydraulic cement in the crack. I'll fill it tomorrow and see if it's still leaking. I tried looking in the pipe with my scope but it wouldn't go in very far and what I could see looked normal. Fingers crossed.
