I am smelling a constant gas leak coming from the exhaust of the unit when the heater is off. I haven't disassembled yet to visually inspect and run a gas leak tester over the components, but was wondering if my observations thus far would offer any clue as to where the gas is leaking from.

Could be. The only fix is to replace the gas valve and see if your guess is correct.

Pool heater gas valves rarely fail like that.
