Is my neighbor's pool wrongly installed or just noisy by it's nature?

Hello.

My neighbor installed above ground pool in his backyard. It is noisy. Not in a decibel sense, but it is low frequency humming from pool pump that can travel big distances.
I have a window roughly 75 meters (80yards) away from his pool and I can hear it. Especially at nigh I can hear it even through closed windows. I want to go to him to discuss the issue, but I have no idea about pools at all so I would appreciate any suggestions.
He runs the pump 12hours a day or night, 6 month a year.

He had different pump before that made different sound, then he switched to another. In the beginning of this summer new pump was somehow better but but now in the autumn it is already as loud as the previous one.

My questions:
1.Is this average level of noise for above ground pool or do you think there is an issue? Cheap pump, wrong installation?
2.What are the options to make it quieter. Some kind of encasement maybe?

Doesn't sound all that loud to me but hard to tell from the audio. Could be the pump has something wrong with it but you could only tell that by closer examination of the pump. I would talk to him and if there's nothing wrong with the pump suggest a sound barrier which could be as easy as a foam box that covers it with cutouts for piping.

Be polite and friendly. My mother always used to say "honey works better than vinegar"

Yeah, that's what I was afraid of that pump is working as it supposed to work, but it still doesn't change the fact that when I go outside now, it is not birds singing and leaves rustling, but like I'm standing next to a subtle low frequency refrigerator.
Mothers are rarely wrong so I will try to go with your advice:)

Could also be what the pump is sitting on is making the noise. Maybe the base needs to be redone. The vibration of the pump on a hollow base could be to blame.
