Is it okay if pump strainer basket only fills up with water when the pump is on?

Our pump strainer basket only fills up with water when the pump is on. When the pump is off, the basket empties of water down to just a few inches. Our pool contractor said the pump basket should only fill up when the pump is on. That guidance doesn't seem right according to everything I've come across online so far.

What speed is the pump running at?

It is normal for a VS pump to develop an air bubble when run at low speeds. If it clears when you increase the speed then it is fine.

It is a variable speed pump located on ground servicing an in ground pool. See pics.

It is a variable speed pump located on ground servicing an in ground pool. See pics.
As long as it primes at each cycle, there is no problem with that condition. You could have a very small air leak that won't show as a water leak allowing the system to drain down.
Be sure that the O ring on the pump-pot lid is properly lubed with pool lubricant. Just make it shiny. If you see the lube, there is too much and it will make a mess.
