We have a small in ground fiberglass pool and would like to add a handrail. The surround deck is azac. We would like have the anchoring hardware be flush as there is an existing flush mount safety cover. Best solution(s)?

I don’t think there is a good solution to a flush mount retrofit.

I have no idea what azac is...
But obviously you will have to flush mount the rail connections into the deck and if you can't tie them into the bonding system, you will need to get a railing that is coated and does not need bonding..
I'd look at Saftron.. Pool Rails

Yes, use a Saftron Rail and pair it with EZ Anchors. No bonding required as they are not metal.
