how should my jets be aiming for best filtering and water movement

when I got the house jets were aiming down and jet 1 toward the right toward skimmer basket, jet 2 down and left toward the skimmer basket kinda but its on the same wall.

Yesterday at my party someone moved the jet and its aiming kind of up now, and the water looks like it is moving/flowing so much better...now I'm wondering did I have it setup wrong the whole time?

Every pool is different so there is no "right" answer. The best thing to do is to experiment. Generally, there are two ways to aim the jets. One such that the water circulations in a CW or CCW pattern to place debris in front of the skimmer. The other way, my preferred is to aim the jets directly at the skimmer to force the debris directly into the skimmer. Which works best just depends on the jet layout and skimmer position.

However, for your pool, the skimmer is on the same side as the jets so I would point the jet 1 toward the skimmer and jet 2 away from the skimmer and see how that works.
 
If you want the surface to move, then you would point horizontal or slightly upward depending on the depth of the return. If you have some ping pong balls you can easily see how the water is moving with different adjustments. Dry leaves can work for a while too.
