Hayward heater gas valve replacement testing with manometer

Looking for info on the gas valve on a Hayward pool heater h-200fdn. I can't get the heater to light and get a IF code. I'm pretty sure it's the gas valve. I tested the inlet onto the valve and got just over 7"wc. I then tested the outlet and was supposed to read 2"wc but the valve reads 0. I know the heater is shutting down because it can't light but if the valve was working wouldn't I get a quick spike on the gauge, even for a split second?
 
Are you familiar with the valve? I think it's s a 2 stage valve. The magnetic plunger opens the main gas line and the second valve opens the regulated pressure. The valves are controlled by coils that create magnets to engage or disengage the gas. I can def hear the click of the larger plunger opening and I know gas is present. My guess is the 2nd stage just isn't opening and isn't allowing and regulated gas through. I may be wrong though...
 
The transformer converts the field supply voltage (either 240 VAC or 120 VAC) to a 120 VAC output for blower and igniter power, and a 24 VAC output for powering the ignition control board, control circuits, and gas valve.

Here's what I've tried @JamesW
-removed flame sensor and lightly cleaned
-removed igniter and tested, fully glows
-removed manifold and cleaned orifices and blew out manifold
-inspected burner tubes and all clear
-replaced ignition board
-checked valve voltage and its 24V
-tested valve and hear clicking
-tested inlet gas on valve @7+"wc
-tested outlet gas on valve at 0 when engaged

What do you think? I really appreciate it!
