Double check my algae remediation plan + cartridge cleaning question

Hello,

I'm working on remedying a green algae condition after 2 months of no chemical addition to a 9k gal pebbletec chlorine pool in Phoenix. I've tested the CYA, which is much higher than 100 according to the Taylor k-2006 kit and 300+ according to the AquaChek Select Connect 7-Way strips. The pool was previously maintained by a pool service using trichlor tabs, which I assume is what brought the CYA so high.

Because the CYA is so high, my plan is to drain the pool and start from scratch, balance, SLAM and brush to rid of any remaining algae. Any different suggestions?

Question:
- What's the best way to sanitize and clean the cartridge filters? My current thinking is to soak them in a chlorine solution before shooting them with the hose. Will this be sufficient, and what ppm should I soak them at and how long assuming I'm using city water with a neutral-ish ph?

FC 0ppm
CYA ~300
Ph 7.8+

Draining is the method to reduce CYA however you have to take precautions when it is extremely hot you want to reduce the plaster exposure to direct sunlight.
Maybe @mknauss would be best for advice in AZ area.

It is less than ideal to drain a pool at this time of year.
In your condition, you can try a No Drain Exchange (Draining - Further Reading)
Or, get a high powered sump pump from Home Depot. Start the drain late afternoon. Once done, start filling, as fast as you can. If the plaster starts to get sun on it the next am, start spraying it down to keep it damp.

Or risk it, drain it and refill it. Some say pebble is more resistant to damage from drying out.
