Do deck ladders exist that mount to deck and don't go all the way to the bottom of the pool. I don't want steps that touch our liner. Our deck is approx. 6 to 8 inches above the water surface, so we have room to mount on the top of deck and brace on interior deck facia board.

If they don't touch the bottom they will rub the side and do a lot more damage. This is one of those rock and hard place things. You can put a pad under the bottom of the ladder to help keep it from rubbing. I used a clear bath mat for this. Make sure to take it out and clean it often as it can become a algae farm.
