That's beyond where pool water would be the cause as it's at the back end and higher up under the control. Most likely bad prep in the manufacturering process so there was bad adhesion. You can just clean it up and give it some metal primer and paint. You'll need to expand the area a bid as I'm sure it's more then what you see now as paint around those edges is already moving in the same direction. You'll be closing soon then you can bring the motor inside and work on it.
Looking closer at the picture I now see it below too closer to the motor seal. Perhaps a very small leak going unnoticed migrating backwards. As I said the season is coming to a close then you can inspect and see if actually a seal of sorts and do whatever it takes.

Would there be any noticeable water or moisture in the area or below with a small leak? I just checked the area throughly and see nothing and the pump has been running 10 hours today.

That's not paint, but powder coating from the factory. Its basically a plastic that is melted onto the metal and, like plastic will, can crack and peel. Why is unknown, heat, a hard bump, a dropped tool when the pump was installed? Poor prep? Too much expansion/contraction, though VSP motors don't get nearly as hot when running as a standard motor unless there is a lot of Sun on it.
