Can I use inlet as an outlet?

I bought Intex 16 X 48” AGP new this summer. It has 2 inlets and 1 outlet. My previous pools had 1 of each. I’ve been struggling with the issue of 1.5” hoses from the 2 inlets with my Krystal Clear pump. Racking my brain on how to create a t joint to keep everything 1.5”. Then it occurred to me that I’m not using 1 inlet anyway to give my Intex skimmer (hook on side of pool kind) more suction. Decided I’d attach Intex plunger valves with B adapter to inlet then 1.5” hose to pump, same on outlet side and then I’d plug the 2nd inlet and just not use it. Does the pool need 2 inlets?

Then my second issue, I don’t have the pool filled as high as it should be filled because one of my kids is 49” tall and I’d rather keep the water level a little lower this year. This is causing the outlet water shooter (I believe that’s the technical term ?) to not be under the water level and water shooting out of the water. Looking at it and wondering if I could just plug that outlet rather than 1 of the inlets and use the inlets as an inlet and outlet. Does the outlet have to be at a higher height than the inlet?
 
The two suction inlets are required for entrapment safety and by law. Only having one suction inlet at the pool wall can entrap a person and they can drown.

Do not modify the inlet/outlet configuration of your pool.
 
I did read that about the reason for 2 inlets and safety but also have read that in order for the skimmer to get enough suction you have to eliminate one inlet. Having only one inlet and it having a skimmer attached seems like it would eliminate the risk of entrapment. And not running the pump with anyone in the pool, which I always thought was a big no-no? But I am clueless about pools and just going off of what I’m reading online.
 
You can have one inlet if it is the skimmer. I missed that part. I apologize.

You can run the pump or not with swimmers in the pool.
 
I don't see why you couldn't do that. My cousins inground has a couple returns that are a lot lower than other returns. However, I don't think It matters that the return is above the water line. It's just a little noisy, imo, to have the water coming out above the water.
