Broken Hayward jet return - cut concrete to fix?

New owner of a 30+year inground Fox Vinyl pool, new liner on order. Pool pro was able to get broken fixture out by slightly notching panel. New fitting installed tightly against wall and says no need to cut concrete and replace from behind/above. Standard Hayward fitting with locknut supposed to hold in place behind the panel. With his fix, there will be no locknut, just fitting against the wall and plumbing support behind.

My mind is: worse case scenario I get a leak then then need to cut the concrete, lower the water and fix correctly as other threads in this forum suggest. The only wrinkle (pun intended) is I have additional concrete work around steps so if I need to do, now is the time.

Legit fix, or asking for trouble?

The pipe should be solid and stay in place as it's been there a long time. As long as he's got the flange screwed to the panel and the trim ring is pinching the liner it should stay waterproof. The face seal to the black gasket is the actual water seal.
