I would like to add a heater bypass valve, but my existing plumbing is very tight. I might free up space for a tee if I don't need this section with a bonding wire going to it. Does anyone know if this is really needed? I have not noticed it on pictures of other Pools or at my friends pools.

Yes. It's really needed to ensure that there is no volage gradient so people dont get shocked. Its code and a safety issue.

Your friends pools may have them in the skimmer basket.

Needed? Yes. Just move it to another location in the plumbing.
 
If you're doing plumbing improvements, consider replacing the ball valves with high quality 2-way diverter valves.
 
Ok, thanks everyone for the suggestions! I may try to relocate that. I’ve got new Jandy valves on order already. Since this is my first pool, I didn’t know to ask for that when they built it.

I've never seen a flow meter installed on the suction side.
Of course, based on its orientation, it's INOP anyway.

I just noticed that too….I saw it once on a HOA new pool build. County regs and the inspector called out a flow meter needed to be installed on each pump….so inspector slapped in 3 blue white flow meters on all the pumps….all on the suction side. Of course they never worked, but county signed off on the build. I got called out 3 months after completion because the pool had black algae and a litany of other issues….owner got a 20 page owners representative report documenting all the improper build issues I found.

Maybe the same builder relocated to Iowa…🤣
