I had a leak in the backyard and had a leak detection company come. He tinkered with the pool equipment and not sure if he adjusted these valves. Anyways, are these in the correct position?
One is on and one is off. If you wish water to flow through the pipes, you need to turn the upper one on. For that type valve, the handle is parallel with the pipe when on.

The leak detection guy, even though they were recommended , seemed to be useless for my issue. I can’t seem to diagnose the leak. The water company has told me I have 24/7 water use.
I now notice this coming from the valves now, it’s leaking from the top plastic part. My auto fill is not working either, 0 water is coming from it. I had water leaking from planters, thinking it could be irrigation. Water line at the main is on
