31% acid has gone from store shelves and 14% remains the only option

Here in the Phoenix area I am no longer finding the higher strength acid and the 14% is priced at nearly $16 gall., compared to the $18-$19 I had been paying for the 34%.
Are they hoping people don't read the labels? Is this the same in other parts and when or if will the higher strength become available?
 
I checked Gilbert, AZ and both Lowes and Home Depot only had the 14%, but Ace Hardware in Gilbert still had the good stuff.
