Thanks for the reply. My thought though is to just block the flow so the spa can't drain at all. (It has a separate overflow into the pool that runs daily.) Do I need the check valve just to facilitate manual draining/cleaning of the spa?

Thanks Allen. My setup doesn't have a rinse position just an up/down valve that switches from pool recirculation to sending the water out. I attach a picture. I'm not sure what physically is happening in each of the steps, particularly the rinse.. Obviously backwash is supposed to send water...

If you measure 12V across the bulb it should light (transformer is delivering enough current to maintain the voltage drop). Either you're not actually measuring the voltage drop across the bulb or the bulb is defective. Try it with a different 12V source.
