Underwater glue

I know this is probably a dumb question but I have one of those decorative pool vinyl mats of a shark and wondering if there’s any such underwater glue where I could adhere it to the side of the pool wall (IG plaster/pebble sheen) that would set and hold underwater and not be really destructive if we should decide to remove it in the future. Does such an adhesive exist?
 
Even if you can find a glue, which I don't think exists, I would not do it.

The back of the mat can become an algae breeding ground with stagnant water.

Nothing you would want to use.
 
yes there is underwater glue that you can get from pool supply. it works good. i have used it to patch a hole in my liner. if you put the mat down it will not be removed until you replace liner.

@bdaddy signature says we are discussing a pebble plaster pool, not a liner, so the mat would probably not be removed until the plaster is chipped out for a replaster.
