Tips to patch loose silicone grout around waterline tile

I'm having some warranty work done soon on our fiberglass pool, which requires draining it below the waterline tile. I want to use the opportunity to patch some loose grout, like shown in the attached photos. Would appreciate any how-to tips, advice for patching. I ordered the same silicone grout used by installer in 2021 - BOSS 801 Neutral Cure Silicone Adhesive White. Was considering gently removing the loose bits of grout rather than trying to re-adhere with new grout. Have searched TRP forums and read Waterline Tile Installation Further Reading as well.
The tile is National Pool Tile iridescent glass Jules. Also, any watch-outs about what's occurring with the grout? Is this behavior typical? I follow TRP guidelines for pool chemistry and try to brush tile every week (well, maybe every two weeks.)

The grout is cosmetic and serves no functional purpose in a fiberglass pool.

You can see the silicone is lifting from the bottom of the tiles since it has nothing to hold it down. Even if you repair it I expect it will continue to happen.
