The PVC pipe sticking out of the ground on side of pool

Can someone explain to me what the 2-3" pvc pipe sticking 2' out of the ground is that the PB leaves there after finished with job. Its been 3 years since completion but its been covered up and now we are landscaping the area around the pool and I want to move it if possible?

Well I just figured out what it was. It was listed in my paperwork as a safety line. I didnt think a newer pool still had those.

Lots of Florida pools have them as a safety system to make the pump suck in air and lose prime in case someone gets entrapped on a drain. Your local building codes may still require it. I add a little screening and a stainless steel scroll clamp on them to keep critters (geckos) and other gunk out of them.
