Attached is a picture of, what I believe to be, the spa Hartford loop and an additional pipe. My question is, what is this additional pipe for? It is the same height as the loop, which is about 1.5 inches above spa water level. When I stick a hose down there, it is about 2 feet before it hits a T or elbow. The hose comes up dry. The spa spills into the pool. I have a spa blower at the equipment pad for aeration.

You could always try to force water, or air, into that pipe and see what happens.
 
We have seen those mystery Florida air vent pipes before.

It might be a suction limiting vent. Those are mostly used in Florida.

Some areas of Florida had their own anti-entrapment suction vacuum release requirements before the Virginia Graeme Baker Pool and Spa Safety Act ( Safety Drains VGBA - Further Reading ). They required venting connected somewhere to the pool suction plumbing during the pool build. I don't remember the specific details right and can't locate the prior threads on it.

I would leave the pipe alone.

 
I assume you are talking about the open ended pipe? If so, I just learned what this last week.

We just finished our pool build, when I was doing the walk thru I asked, what's this open ended pipe?
Answer was, it's a venturi to suck air into the jets of the build in Spa. It's how the the air is getting into your spa jets vs. just water.
Put your pool in Spa mode, and you should feel it sucking air.

That is a different type of open air pipe.

He says he has a spa blower. You don't have an open venturi air pipe with a spa blower.
