Spa plumbing size, pipe diameter reduction, number of jets and pump size

I have researched these questions but haven't figured out exactly still how I should proceed. Hopefully someone here can clarify.

I have had 2 PBs bail on me and now I am on the third. Long story but the short of it is that many things were done incorrectly and now I am fixing them.

I had just a pool but added and IG spa along side the pool. The spa has all new plumbing and it has been shotcreted so all the plumbing in the spa is what it is at this point.

It has 11 jets, with a 40 foot run from the equipment to the spa. it is plumbed with 2 inch all the way to the spa from the equipment reducing at the jets. All 11 are on the same loop.

Do I....

1- leave it as is and what size pump then?
2-leave it as is but run 3 inch from the equipment to the spa reducing to 2 inch then the jets? pump size?
3- split it into 2 loops by opening up the spa wall and run additional new pipes? if so what size pumps and pipe?
4- cap two jets so I have nine jets and try to keep it all on one loop?
5- Use a blower in any of these configurations?

I may not be using the right terminology so sorry if so.

And last question. If a 3 inch pipe is recommended does it matter if it reduces to two in the spa walls?

Thanks in advance. Super frustrated and way over budget now.

11 jets in most cases is going to require two loops with two pumps but it does depend on the jets. But the first thing you need to do is to determine the size and type of spa jet that is being used. You need to know the size of the orifice to determine the flow rate requirement for the jet. Everything else can then be determined from that.
