Should I sand my plaster?

My pool was re-plastered 6 months ago - standard white plaster. I assume my issue may be a deficiency in the plastering process? I brushed it for 30 days but almost immediately noticed "dirt" or something sticking in some areas. Started SWCG somewhat after the 30 days. Now that I am in the pool, the "dirty" areas are rough, some like a file, some like sandpaper. Since this happened so fast I don't think it is scale. (I did find a little scale on waterline tile - mostly at the tanning ledge. I could rub it off with my finger, so I took a vegetable brush to clean it all up.)

Now I need to decide what to do about these rough areas. My biggest concern is these will be prime targets for algae. On the tanning ledge I used 60 grit wet/dry sandpaper which did a good job with some elbow grease. Seems pretty smooth, but I probably need a finer grit to discourage algae. How fine should I go?

The big challenge is the deeper parts of the pool that I can't reach (with my head above water).

After using one sheet of sandpaper, CH went from 450 to 475-500. If I need to drain the pool to adequately deal with this, what is the best way to polish the plaster so it is nice and smooth?
 
Thanks onBalance, I'll do that on the tanning ledge and steps. For the bottom of the pool I talked to a pool guy. He knows a company that uses a surface grinder with a diamond grit pad. I'll need to get more detail, but something like that would be needed to effectively handle a larger area.
