Scum Line?

New Pool owner in Texas. My suction side cleaner is a Polaris Atlas. It is awful. We can’t seem to get it to run consistently. I have taken it to the pool store and they replaced some of the internal parts just because it was still under warranty. Still doesn’t function. I plan to buy a vacuum hose and hand vacuum using the skimmer port. I am considering buying a Dolphin Nautilus CC but want to delay for a bit. My main question is what is the white stuff on my tile? Is that a scum line? My pool has had leaves and plenty of sediment in the bottom due to the vacuum issue. The pool is balanced chemically. Any help is greatly appreciated!

That "scum" line looks like calcium scale. Here is a good read for you:

I use the Taylor testing kit provided by my pool builder. About once a month I take a sample into my pool store to back-test my own results. Attached are the results from yesterday. Pool store said I’m adding too much chlorine tabs, causing the pool to carry more stabilizer than it needs. The Langlier index was out of range, indicating scaling as a possibility.
