Safety rope hooks install

Hello, I need to install safety rope hooks to my new build what's the best way to securely adhere them to the wall of my pool. I know they should have been placed while the pool was shot but that didn't happen. There's no water in the pool.

I would not want to drill holes in the plaster to anchor the rope hooks.

I might try using construction adhesive. But never heard of this being done before so it is a WAG.

IMO, I don't see why using anchor bolts placed into the wall wouldn't work.

Then make sure they are high quality stainless steel.
