Our metal legs and rails have rusted through. The liner is still in great shape. We are thinking about using landscape timbers for legs and 2x2s for the upper rails. Has anyone ever seen this done or tried it themselves?

Replacing the legs and rails with wood is a safety and liability issue. Wood can fail more catastrophically than metal and you have thousands of pounds of water that can hurt people and damage property.
It is not worth the risk.

If you read the thread I linked to it discounts the use of PVC and shows someone used wood as the original op questioned.
