Repairing a patch?

I just noticed that the top of my pool patch on my steps in not sticking anymore. It's been on about 2 years. I had used the Boxer patches where you glue it on and was happy with how it came out. Is there a way I can repair the existing patch because the rest of the patch looks solid. I just didn't know if there is a way of gluing the top of the patch that is peeling off. Thanks!
 
I needed to patch our liner and Casey gave me excellent help. Her suggestion was triple patching. What I did on a 1 1/2" seam split 2 1/2" circle, 3 1/2" circle, and finished with 4 1/2" circle. This lasted very well. If I remember correctly 3 or 4 years until the 4 1/2" circle started coming up. I peeled this off and seen the other 2 patches felt solid, so I added new 3rd level patch, and it was that way when we replaced liner this spring. This is what I used self-adhesive worked really well and great on pool floats and such.

Just cut a patch 1" bigger around than the old patch and glue it on top of the old one. Never try to peel off a patch once it has set, it will stretch out or tear the liner. If you can trim the edges with a pair of small scissors. Be sure to round off any corners on the new patch before you glue it.
