Pool pump not outputting much power

I'm using a 58498E Flowclear 1500 gallon sand filter pump that came with my 20x12x48 pool and when the pump is in the filter mode, it doesn't push out much force. You could barely feel that its on when standing in front of it, and there is no motion in the water moving from it. When I put it on circulation mode, it definitely works better, but still isn't pushing water too good. I had someone who has experience with setting up pools put it together for me, so I know it wasn't just due to my inexperience. It looks like its outputting at 10 PSI, so its not running too low or anything, I just cant figure out what's going on, and neither does the person who put it in for me. Is it possible that the wrong type of sand used in the filter can make the pool under perform like this?

Tiny pump, tiny filter, tiny flow. You would want to see less pressure on the gauge, not more

The reviews on the pump confirm the disappointing performance you are getting...

 
Is there a reason why the flow would be different between circulation and filter modes though? I've also seen videos of the same exact pump online having a more powerful flow.

CIRCULATE bypasses the filter which gives much resistance to the water flow.

The Manual specifies the correct type of sand to be used.

Here you go! I also want to add that there is just constant debris floating around the pool, so it doesn’t seem like the filter is actually doing anything. The water intakes barely have any suction going. The basket is a little dirty today, but even when it’s completely clean it performs the same way.
