Pool paver installation for hard side pool

I hired a contractor to install a 21' hard side pool. They left for the day and I inspected what they had done and noticed the pavers under the legs were not all level with the ground. I'm not an installer but my brain is telling me that it's not the right way to do it. Just asking for a sanity check. Is that the right way, get them level even if they sit on top of the dirt and dump sand on top of it all or should they sit level with the dirt before adding sand?

The pavers need to be level with each other, not the ground, to have a level tract, so they hopefully set them on virgin compacted soil to level and then will fill in.
