Phoenix, AZ - Pool design and engineering using current best practices

I'm looking for a reputable pool design and engineering firm for new construction pool in Phoenix valley. The company doesn't need to be located in Arizona, but should know the requirements that the local governments would like to see. Incredibly important is that they know how to design a TFP using current best practices.

There is a high likelihood that I'll be building this pool myself by contracting out most of the work to each of the trades.

I've looked at BYOP.net but it seems like their price of $3,495 has gone up nearly 100% in just the last few years and so I'm a bit nervous that they are doing so many deals that they have been blinded by getting rich rather than taking the time with each client and just as important keeping up on current best practices.

If that is the going rate, and BYOP is the best overall bet then so be it and I'll bite the bullet, pay the fee and hope I get a designer who is excellent.

Pooleng.com only does engineering. They do not design. They take a design and if you only have rough dimensions then they apply general depths but nothing custom to your application. They also, best of my knowledge, won’t spec out model numbers and quantities of equipment that a designer should do.

For this reason, they are substantially less money because they don’t put as much time and creativity into the whole thing.

Maybe the flip side is a designer is good at designing and terrible at engineering. I’m hoping for best of both worlds. Someone who designs and can engineer it! My understanding is BYOP.net does this but it does come at a steep cost (relative to a few years ago) and again my concern is that they are so busy and swamped that they just mash something together without much input and listening from customer needs and wants.
 
I used byop about a year ago for my design and felt they were adequate. I wasn’t impressed or disappointed. I’d sum it up as just ok. I will add that for me it was my first pool (building or owning) so I knew nothing and needed someone who designs pools. Beyond that the most value they provided was their contractor bid list.
