Pentair Salt Chlorinator (All lights flashing for sanitizer output)

My Pentair Salt cell is flashing simultaneously the lights under "sanitizer output". Salt Level: Green, Flow: Green. The "Cell" comes on green after a reset then goes off...not even to Red.
For example: If I have the cell (sanitizer output) set to 20% then those 2 green lights are the ones that flash together..If its at 40% then those 4 will flash together.

With the cell not staying green I am worried I am not producing any chlorine.

Any thoughts?

If you look at the output % you will see that there are two ranges... When you are under 10% the sanitizer lights will flash. When you are over 10% the lights will not flash.

What output are you trying to set up?
