We have an in ground pool, fiberglass sides and cement bottom. This past year, when touching the bottom of the pool, our hands or knees or whatever would be white. What is this a sign of? Does our pool need to be painted again? We just had it painted 3 years ago.

The chalking of your pool paint is because pool paints sold today are of a different formula then they used to be due to EPA regulations. Basically there are no good long lasting pool paints available anymore. The 3 years you got is about what you can expect.
