Overflow drain not draining

We have an autofill with an 1-inch integrated overflow drain where the drain has never worked properly. Water will rise above the drain inlet and not flow into the drain pipe. When the inlet is covered with water, I can get it flowing by injecting a jet stream of water into the inlet for a few seconds, which seems to force air bubbles out of the inlet. Once it starts draining, it works fine and drains the pool down to the bottom of the inlet. But next time, same thing. The 1-inch drain pipe is tied into a larger drain pipe (which is fed by house gutters and filter backwash) that drains down to a pond, which is a few feet lower behind our house. Gutters and filter backwash drain down to the pond without any issues. Any ideas how I can get it to work like it should?
 
You likely have a kink in the overflow pipe that airlocks it. The pipe may not be pitched downward at all points and may have developed a tilt up.

Once you get the water flowing there is an siphon action that gets it past the kink.

You will need to dig up the pipe and fix the pipe pitch.
