I need to remove the handrail on the steps so I can cover the pool. It is bolted into the concrete both on the decking and in the pool. I don't think I'm supposed to remove the tightening bolts completely. True? Any other tips would be appreciated.

Loosening the bolts is usually enough.
After you loosen the bolts, try a rubber mallet on the rail if it doesn't come out.
If they have not been removed in a while, your job may be difficult
