Need help with Hayward HeatPro HP31005T heat pump

Our pool came with this heat pump, the Hayward HeatPro HP31005T. There are only 3 buttons on it: power, "-" and "+". It says "OFF" normally, and when you press the power button, it's supposed to say "ON." Then you use the other buttons to raise the temp up and down. But ours just sits there on "OFF." When you press the power button, it beeps after about half a second, and then stays on "OFF." When you press the "-" or "+" buttons, it shows the temperature and raises it up or down, then it flashes a couple of times and goes back to "OFF" and just sits there. There's plenty of water flow, so it's not that.
I called Hayward and after sitting on hold for 30 minutes, I gave up. Messages to our pool tech and the pool dealer have thus far been unanswered.
Anybody? Am I missing something?

Nope, no Omni.
 
I have had to power cycle the round heat pumps from Hayward to get them to turn on sometimes. Flip the breaker to the heat pump off for a minute or two then turn the breaker back on.Then with the pump running press the power button. It says half a second in the manual I believe so press and hold the power button for a little bit that should work.
